Welcome to Signal to Alpha, your essential market briefing. I'm Lady Muriel, cutting through the noise to deliver what moves markets today. Let's get you your alpha before the opening bell. Here's what's moving markets this Thursday, October ninth. A shipping ETF has exploded more than fifty-fold this year as Strait of Hormuz chaos sends tanker rates into the stratosphere. Florida's Medicaid fraud crackdown projects nearly one billion dollars in savings after discovering providers billing for more than twenty-four hours a day. And two security breaches at sensitive military installations are raising serious questions. Start with the shipping market shock. The Breakwave Shipping Tanker ETF opened twenty-twenty-six at eighteen dollars. As of this morning, it's trading over one thousand dollars—a fifty-fold surge. This is the direct result of record-breaking tanker rates driven by six months of geopolitical chaos in the Strait of Hormuz. Average crude vessel earnings exceeded five hundred thousand dollars daily in early October—ten times the twenty-twenty-five average. Shipping costs from Saudi Arabia to Rotterdam have exploded from approximately two dollars per barrel last year to roughly thirty-five dollars per barrel now. That translates to about fifty cents per liter added to diesel pump prices. The culprits: tanker attacks in Hormuz, the Gulf of Aden, and Bab al-Mandeb, spiked insurance costs, reduced vessel supply from sanctions, and Russia's expanding shadow fleet pulling compliant capacity offline. Watch energy sector names with transportation exposure. Turning to government spending. Florida Governor Ron DeSantis announced results from the state's most significant Medicaid integrity initiative in history. More than two hundred twenty providers terminated for fraud, waste, or abuse. Over two hundred sixty providers hit with payment restrictions. Annual Medicaid spending on Applied Behavior Analysis therapy is projected to drop from three point eight six billion dollars to two point eight eight billion for fiscal year twenty-twenty-six through twenty-seven—a nearly nine hundred eighty million dollar reduction. Investigators discovered providers billing for services through every weekend and holiday for months. Some billed for more than twenty-four hours in a single day. The state partnered with identity-verification firm SentiLink to screen for stolen identities and hidden ownership structures. Over one thousand adverse decisions on Medicaid provider enrollment since January. Now to national security. Two Latvian nationals legally residing in the U.K. were arrested after breaching the perimeter fence at R A F Molesworth early Thursday morning. Molesworth houses critical U.S. and NATO intelligence operations for U.S. European Command, U.S. Africa Command, and the NATO Intelligence Fusion Centre. The base is undergoing a five hundred fifty-six point five million dollar expansion centered on the Joint Intelligence Analysis Complex, scheduled for completion in summer twenty-twenty-eight. Both suspects were rearrested under Section 4 of Britain's National Security Act twenty-twenty-three for entering a prohibited place for a purpose prejudicial to the United Kingdom. Counterterrorism detectives are executing search warrants. U.S. European Command praised the British response and stated U.S. forces remain at the highest state of readiness.
